The main objective of the study was to examine the effects of performance appraisal on worker-morale in second cycle institutions. This research was classified as descriptive survey. The population of the study was employees of the Ghana Education Service in the Jaman North District in the Brong- Ahafo Region of Ghana, with a total sample of 145 drawn consisting of 135 teachers and 10 headmasters and circuit supervisors. The questionnaires were used to elicit the required information with the aim of evaluating the workers on the performance appraisal system. The responses to the questionnaire were analysed using the Statistical Package for Social Science (SPSS, version 20.0), software. The results from SPSS were produced in tabular form. Among others, it was found that the appraisal system of the Ghana Education Service is formal in nature. Also, the appraisal system is perceived as complicated. Again, the appraisal system in the Ghana Education Service is not seen as one that influences Human Resource decision-making. Finally, the appraisal system had an adverse effect on worker-morale. It is recommended among others that the Ghana Education Service organise workshops and put systems in place to coach/ train workers on the performance appraisal system, especially teachers should be informed on the appraisal system of the service.
